Sam Speck

Sam Speck was appointed director of ODNR by Gov. Taft in February 1999. He oversees all ODNR Divisions including Soil and Water, Forestry, Wildlife and others. Prior to joining ODNR, he was president of Muskingum College in New Concord. He also served as associate director of the Federal Emergency Management Agency (FEMA) under President Ronald Reagan.

He was a state senator from 1977 to 1983, and a state representative from 1971 to 1976. As a state representative, he was the primary author of Ohio’s Strip Mine Reclamation Act and sponsored legislation to create separate divisions for Forestry and Natural Areas and Preserves within ODNR.

He graduated from Muskingum College and received his master’s and doctoral degrees in government from Harvard University.
