James Hoekstra was appointed chief of the Ohio Department of Agriculture's (ODA) Enforcement Division in August 1999. ODA's Division of Enforcement conducts all investigative functions, both criminal and internal affairs, for the agency. As chief, Hoekstra administers and coordinates those investigations, as well as directs all aspects of safety and security systems for the 168-acre ODA campus in Reynoldsburg. He also oversees ODA's maintenance and fleet management.

Hoekstra served for three years as assistant chief of the Division of Enforcement and before that was a criminal investigator.

He is a graduate of the Reynoldsburg Police Academy and has received specialized investigative training at the Ohio Peace Officer's Training Academy, Ohio State Highway Patrol Academy and the Ohio Department of Administrative Services.
