Tax ideas not in budget

The Committee to Study State and Local Taxes has issued its report to the state government. The committee was created as part of Senate Bill 261, and Ohio Tax Commissioner Tom Zaino was chairman.

According to OFBF Director of Legislative Affairs Scott Williams, the committee was charged with finding revenue neutral ways to remove the anti-competitive and anti-growth tax policies in the current Ohio tax code which deter businesses from locating in Ohio.

"Reforming taxes will create a better business climate for Ohio," Williams said, but the reforms will take time, and the budget must be passed by June 30.

Williams said the committee recommended some revenue-neutral tax reforms, such as reform of the municipal income tax, but that with the current budget crisis, many of the committee's recommendations were not included in the budget.

Sally Conway Kilbane (R-Rocky River) introduced House Bill 58 to adopt the majority of the report. However, Williams said the bill will likely be revisited in the fall.
