The Environmental Protection Agency published a proposed rule in the Federal Register, finding that greenhouse gas emissions endanger public health and welfare. Publication of the rule opens a 60-day comment period on a proposal that could result in EPA regulating emissions under the Clean Air Act. The EPA finding concerns AFBF, which will submit comments. The finding could be very deleterious to all of agriculture. According to the notice, EPA Administrator Lisa Jackson proposes to find that greenhouse gas emissions from vehicles and other sources “endanger the public health and welfare of current and future generations,” and that high concentrations of greenhouse gases in the atmosphere “are the unambiguous result of human emissions,” which have led to global warming and other climate changes. An endangerment finding would require EPA to issue emissions limits on six greenhouse gases—carbon dioxide, methane, nitrous oxide, hydroflurocarbons, perfluocarbons and sulfur hexafluoride—from new and modified stationary sources, as well as mobile sources, such as cars and light trucks.
